Try to wind it up manually. If its a gear problem that should move the broken teeth around and reengage the good part of the gear. If it makes a grinding noise when you operate the headlight switch thats your culprit.
Look at Leaftye's sticky at the top of C5 Gen and run down to headlight gears. That describes the problem and the fix.
If there's no noise at all and the motor's not running you have a separate issue.
