This problem happened 4 or 5 times tonight on my 02 vert. When turning on my headlights, the lights would come on but not pop up. I turned the key off, started the car again and they would work properly. They would not pop up no matter how many times I tried until I turned the car off and re-started it.
Any ideas what the heck is going on.

Have to say it sounds like a bad battery. If it died in just 6 months I'd be checking for a drain. Have it checked out and with Optima you'll get a free replacement if that is the cause.
Just got off the phone wuth Rodney Dickman http://www.rodneydickman.com/ and ordered the brass gear replacement. I am having the same problem with my passenger side headlight. I loosen the manual **** and the light will raise just fine but if I lower the lights the passenger side will not come up. My tech thinks it might be electrical as did Rodney. He is going to have to look at the motor so I might as well get the new gears to put in.
If it was a gear problem I think you'd be getting the grinding noise as the gear tries to operate. The fact that it just doesn't move makes me think its something else. The motors put quite a strain on the battery particularly if its going bad.
