Don't worry, this is a common problem on C5's. One of your headlight gears (plastic from the factory) has stripped. There are some very good brass replacement gears available here:

http://www.rodneydickman.com/retail_new.html

From the home page click on the tab at the top labeled electical, scroll down the page to Headlight and look to the right for the Other Vehicles. Click on 1997 -2004 C5 Corvette Brass Headlight Gears. You are fortunate in that the '97-99's had a removable cover on the head light motor. Newer motors will have to be "Broken free" to replace the gear. The change should take you about 30 minutes or so.
