The reference is for CATALYTIC CONVERTER - a federally mandated component in the emission control system. It is in line in the exhaust system. Cats or Catalytic converters basically clean the exhaust gases by allowing them pass through small pellets that converts the unburned hydrocarbons and converts them to harmless carbon dioxide.

The term CATBACK - refers to an exhaust system upgrade that replaces the stock system from the CATALYTIC CONVERTER back to the tailpipes (hence the name CATBACK).

Your Corvette's exhaust system can be divided into roughly 3 sections. (there's actually lots more pieces, but hang in there) First, the exhaust manifolds, which bolt directly to the motor, and connect to the mid-pipe (2nd) section. This second section consists of two parallel pipes, having 2 or 4 catalytic converters ("cats"), a crossover (H-pipe) and flanges to connect both ends. The rear ends connect to 2 pipes that curve over the rear axles and connect to mufflers, and then to the exhaust tips. This 3rd and final section is called a "catback".
blacksedan87 - please note, pellet cats have not been used in years, and are not "OBD-II" compliant.
Inline with this information yes, there is such a thing as OBD-I and OBD-II compliant catalytic convertors. Just to clarify "Catback" exhausts replace the section of exhaust AFTER the catalytic convertor. Also some of them ARE NOT emissions legal. Emission legalities covers more then just particle/gas emission of the exhaust, but noise levels as well.
