We didn't need the contract you speak of in New Brunswick/Maine until 3-4 years ago. Until then, the majority of C5's sold in New Brunswick went to the US. When I was in a position to finally buy a Corvette they enacted that contract policy.

Canada used to be a good place to get some deals due to the exchange rate, but since the US dollar has had a bad go of it recently, there are no more deals to be had in Canada. For Canadians living far from the border, they shouldn't notice much of a difference.
