I assume you have the stock rotors. The rust doesn't harm anything, it just looks terrible. You can just clean off the rust, prime and then paint the hats with a good high heat or caliper paint. The pad path will probably still rust on you, but the rust will disappear once you drive it and apply the brakes.
rust is common. i have a set of cross drilled and slotted rotors that have a zinc coating on the hub area. no rust on those. the ones you have are more than likely a stk set that someone at the dlrs detail shop took the wheels off and sprayed regular ol' spray paint on to look good for the time it was on the lot. if you repaint them remove all that old paint, sand or wire brush all the rust off, and paint with a quality high temp paint in the hub area. it should not return for quite a while after that. the face or contact spot will always get this in hrs after driving in the rain and letting it sit. as soon as you drive it and apply the brakes it will vanish till the next time they get wet.
