Here is (are) my 2 cents:
1. google review on 1999 corvette.
2. google review on 2000 corvette.
If these reviews seem to indicate that there is not much difference, then go for the 99 model, especially if it is cheap. (You can always sell it on ebay for perhaps $100. You can run a list of the history of what any item sold for on Ebay.)
3. Also, take burger, taco, or box of donuts to service mgr at local Chevy dealer, and ask him/her how much difference there is between these two models. I bribe these guys all the time with Tacos in San Antonio. (Just had car detailed today; I am taking a dozen tacos in am.) Most service managers are really neat guys. They are paid to relate to customers.)
4. See what other responses you get on this forum.
5. Unless you plan on getting into the engine or transmission, I suspect the manuals are very similar.
6. Go to local Chevy dealer and ask to see both of those shop manuals. Take yours with you if poss, and compare it with the other year.
