Ironically, I was in driving school for my speeding ticket yesterday, and I watched a film about a guy in a modded C-4 who taunted a guy in a Lamborghini to race. They raced at over 80 mph on city streets and the guy in the Lambo T-boned a couple in a Volvo. The driver of the Lambo was killed, as well as the driver of the Volvo, the innocent victim. He left a wife and three kids. Your buddy sounds like a stand-up guy, to avoid the temptation of racing, it's a shame he paid the price for doing the right thing. Enjoy the money, consider putting your buddy's name, hand painted somewhere in the vehicle, maybe in the engine compartment, as a memorium!

2nd, I think Lori's idea above is GREAT!!
3rd - do you know what performance mod your buddy would have done next, or what performance mod would he do in a situation such as your's? - if so, consider that mod
4th - If you really don't know what mod your buddy would have done, then I would do a couple different things, depending on what you want - if you want sound, then add a little of your own $$ to it and get LT headers; if you want SOTP take off, again add a little of your own $$ to it and do a T/C and gears. You won't regret doing either!

Maybe a brick or something at the NCM, or do something to get more young men interested in Corvettes... take the car to shows, or do a Big Brother thing for a year and introduce some kid to the vette family, or something like that. Pay the friendship and love forward, and use the money to make it happen.
Story
My best friend from college worked hard to get his first vette in the mid 90's (Red C4). His passion for them always moved me. While taking his wife out for Valentine's day, a car load of punks in a mustang, were messing with him trying to get him to race. They got pissed thathe wouldn't race and veared over into his lane, his counter steer sent in into a telephone pole. The car spun around and it threw his head against a brick wall and killed him leaving his wife and 2 little girls. Before he died, he had ordered a new pewter C5. It came a few days after his death. She decided to sell it and asked if I wanted it. I said yes, and began learning about C's. After making the necessary travel arrangements, I was ready to go pick it up. After driving it, she said she felt close to him while driving it and said she wanted to keep it. That is how I decided to buy my car.
Ok fast forward to last week. His wife sold the hosue they built together and made a substantial amount of money. Yesterday I opened a card she sent me, it contained a check with specific instructions to spend the money as my buddy would have (she is an awesome, giving lady).
So, this leads me to the question:
I have an essentially stock coupe except for the Blackwing intake that my buddy Nouman gave me for my birthday and he is going to let me use his Borla Stingers as well, how would you spend $1000.00 on performance mods, best bang for the buck on a daily driver!

If you have not invested in the mods, how about a one-time scholarship for some high school kid in the auto shop program? You might even be able to get some group to match the funds. Lots of companies and individuals would do that. Heck, I will bet that 20 or 30 people here would donate a matching $10.

That's an unfortunate story, I hope the instigators of the incident get what is coming to them.
For your question: Gear swap, definitely. It doesn't add HP, but it will feel like 50hp by the SOTP. All these header/tune suggestions will be much more than 1000 bucks and although good, wont give the bang that gears will. Do a tune eventually though.
On a serious note, great story. Do something for your car that would make him proud and that you'll remember. For the money you've got you could consider some long tube headers (for a little more than you've got) and a tune. You'd hear it and feel it.
