I'm not sure how this happens but my stock air intake box, where the filter goes, keeps popping the latches. I re-latch everything down take it for a drive and everything will be fine. Next time I fuel up I check the oil and one or both of the latches will be off.... Anyone else seen this? Is there someway to correct it?
Here's what I did before going aftermarket. Cut a 1/2" or 5/8" rubber hose roughly 2" long. You need to pieces. Unhook the latch to loosen the top strap. Place one hose underneath the strap, hold it there while re-latching the cover. Do the same with the other strap. Basically, the straps get stretched over time. The hose helps regain the tension that keeps the latches taught. Worked great for me.
I've dealt with this problem on my high mileage '99 as well. I think the straps actually stretch over time due to being tight and adding a large dose of engine-bay heat. I finally gave up and put on my only mod, a Halltech Induction.

I did the same fix, but used two small pieces of double-wall cardboard, placed down low so they can't be seen, since the fix is about as silly as they come.
I did this until I find a better method... I like the hose fix. Maybe I'll try that until I get a cold air intake.
A common mistake is installing the ends of the metal straps at the wrong location of the bottom part of the assembly. That makes them loose and will allow them to come off because there's no tension.
You should probably remove the entire assembly and attach them correctly, bending the ends if necessary to keep them in place, then reinstall the assembly.
