Well Its Happening a 3rd time to me..'03 vette from VA
First time..the first month I had it..ran hot. changed thermostat...
2nd Time...There was air in the system...
Now..Its running hot while idle..but once I start driving around 30 + mph..the temp goes to normal..
Not too much fun and hasn't cost me any money yet since I have GM warranty but this is ridiculous. .Had the car since Jan and this keeps happening. I don't have a fun ride driving around since IM always looking at the gauges nervous...
Temp should be 220 or so big problem is the debris that collects in in the air way. Look under the car at the air path and see if a collection of junk isn't blocking the flow.

I was thinking that too, BUT he said it was cooling down when moving. At a stop, the debris wouldn't do too much. Are the fans working?
How many miles do you have on the Vette and have your changed your Dex-cool? I had the exact same symptoms a week ago on my 02 with 61K. It turned out that two of my coils where so blocked that the radiator shop couldn't even run a rod through them. I never changed my radiator fluid because I thought Dex-cool was good for 100K miles (bad bad mistake).
I hope this isn't your problem because it isn't a cheap fix i.e. new radiator
Do you have a underdrive pully? How hot is it getting @ idle?? These COULD be some symptoms of getting hot @ idle: 1) Water pump not pushing water fast eneough @ idle but find at cruising, 2) Fans 3) Coolant temp sensor giving you faulty reading 4) Small blockage somewhere in the cooling system not allowing eneough flow @ idle (change coolant) 5) bad thermostat (I have seen NEW ones be faulty from factory), First thing I would do is change coolant and go from there.
Put it up on a lift and look up at the front of the AC condensor AND between the condensor & radiator. I almost guarantee you will find grass/weeds/paper/plastic/etc. clogging the air flow. Take a simple bottle brush tapped on a dowl or other rod for length and brush it out while useing a compressed air nozzle (preferably a long reach one) and you will be amazed at the pile off debris on the ground when done. We do this to all that come in for service and have yet to see a C5 w/out blockage.
39K miles...The temps would get up to 246..never wanted to sit long enough to watch it go any higher...Had a new water pump installed I found out b4 I bought the car and also a head gasket replaced...2nd thermostat put it..I just find it weird at idle it gets that high but when IM driving it cools down below half the hole time...but I have to be moving at speeds over 35 +

Ok I really dont think your fans are coming on at all they should kick on low @ 228 degrees, let it warm up to that (give it a few degrees leeway) and make sure your fans are coming on, I bet its that

It sure sounds like the fans are kicking on..Maybe only 1 but..I'll have to double check on that when I get back in town..
