Probably, but since Ebay collects their commission fee based only on the item sales price (not shipping costs), so by lowering the sales price, and upping the shipping cost...the total transaction amount to the buyer is still the same, but the seller pays less in fees to Ebay for the same sale. It's a very common tactic.
