All those info posts are accurate...
the prob is the size of the lamps lighting up
and, their very low position.
I've used my FTP or FT-let trucks pull in and
they are rarely noticed.
So, I had theCEO follow me, she driving our Vette,
and she did some FTP flips. If I concentrated I could
see the lights change...I doubt it will get anyone's
attention on the 'Bahn as you overtake; it's just not
really noticeable in someone's rear view mirror, imo.

Yes, the fog lamps do act as the flash to pass when the headlamps are turned off.
