I recently exported my 2001 C5 to Germany and I have some problems converting the lights to German standards. During day time and when it is not raining, I drive with the head lights closed and the running lights switched on. Still, I like to use the Flash-to-Pass Feature that sends a light signal to other drivers in front. This feature is extremely useful at high speeds on the Autobahn where the horn is of little help.
I believe that under such conditions (that is, head lamps closed) the fog lamps flash when the multifunction lever is pulled. However, after several mods, my car seems to have lost that feature and when I pull the lever, only the high beams in the closed head lamps flash.
What I would like to know from you, is wheather the fog lamps are really used for the Flash-to-Pass feature when the head lamps are closed, or wheather that feature is only effective with open head lamps.

Fog lamps flash when the headlights are down. Question is - do your fog lights work at all? You might simply have a blown fuse, which would be located on the fuse block under the hood.
In the underhood block, check mini fuse #6 (10amps), and micro relay #39 also controls the fog lights.
Also - in the Instrument panel block (located in the footwell on the passenger side) - mini fuse #32 (15 amps) connects to the switch on the dash.
Oh this is kewl, I went out and tested a few other configurations (I had a mirror in the garage so I could see which lamps came on and off):
Headlamps Off (down) F-t-P Fog lamps come on
Headlamps Off (parking lamps on - headlamps in up position) F-t-P Fog lamps and High beams come on. When you let off the level both go out and it looks pretty neat and bright!
Headlamps On (Up) F-t-P High beams only. Fog lights remain off.
Nifty thing I thought was if you flip up the lamps and turn the head lights off parking only and hit that flash to pass, both fogs and high beams come on!

I just put the Painless relay kit in and tried to get the fogs to come on with the hi-beams. I tapped into that fuse and it worked; the fogs come on with the low/hi-beams BUT they do not turn on when you turn on just the parking feature AND when you try to use the "flash" feature they flash but the headlights pop up and the low-beams flash also. I really like having the ability to use the fogs so I disconnected the jumper wire from #6. Now when I "flash" the low-beams still pop up but the fogs work on flash and with parking lights but not on high-beam. Any ideas???
I fitted T85s which are the drive on the left version of the T84 Euro lights. I now have the parking lights in the headlight cluster.
Despite that I still leave the headlamps down unless I want full headlights. I normally select parking lights - ie position1 - and leave the lamps down and then turn the fogs on. Never throought about the flash to pass feature. I'll check today. I know it still works when no lights are on.
The funny thing is, flashing to pass is now considered road rage in some states. If you are seen flashing you high beams at someone, even if to pass. It can be considered road rage and a big fine and loss of license.
Just another thing big brother stuck their hand into.

Also to add to this, a friend flash other cars to indicate that there was a speed trap ahead and he flashed an unmarked cop car and got a ticket for it.

What type of ticket did he get? Like I said, flashing you highs at people can be considered road rage and it a costly offense with license points.
