Competition mode is a mode of operation where you have disabled the traction control (which your car has) and left active handling engaged (which your car does not have). Active Handling (RPO JL4) became available mid-year 1998.
If you would like to read about what active handling is - here is an interesting article on the subject - click here!
You need the active handling system fitted which was introduced mid-1998 model year.
Active Handling has three settings. 'On' gives AH, ABS and Traction Control. 'Off' disables all three of the functions. 'Competition Mode' disables Traction Control while Active Handling and ABS continue to work.

With enough money you can do anything...but I wouldn't attempt it. By the time you get all the sensors installed, wiring, programming your computer, I would rather just upgrade the whole car to a newer model.
