If it is not too dirty or torn up, you can brush it very gently and spray with compressed air. Then paint it using high temp flat black BBQ grill paint in a circular motion.
I would avoid brushing. I could ruin the surface. Vacuuming might be Ok if their are no bristles on the attachment.
Personally with th ehood up, I spray it with a dilute solution of Simple Green.( 1 part SG/4 parts water)
Let it soak for about 5 minutes and then thoroughly rinse with your garden hose.
It that doe snot do the trick, then remove form the car and spray paint it with 2-3 light coats of Krylon or Rustoleum flat BBQ paint ( heat resistant). That will make it look like new
It isn't worth messing with those cheap liners. Go to www.carmotorsports.com and get a nice liner that won't split on the edges and you can vacuum it. They look like they will last forever and the logo is embroidered;check it out.
