I doubt if the vinyl will suffer being treated with leather treatment. Bill is correct - seating surfaces only - unless you have a Vette Essentials interior and then it's all high grade leather!
I have the sport seats (with the hole under the headrest) and try as I may, I cant see or feel a difference in the material between the surfaces that touch you (up to the seams around the seat cusion, side bolsters, and back) and the stuff on the sides and back ?
Many leather conditioners are fine to use on vinyl. The Zaino Leather Conditioner Z-10 actually says it's great on vinyl...I haven't used it on my dash, yet, but I'm thinking about it.
Does the leather seating surfaces need to be treated with leather cleaner and condtioner as well and the vinyl, with leather cleaner and condtioner?
I do....
C5 seats need to be taken care of if you want them looking nice for the long run. The leather is very low grade and needs a conditioner to maintain some softness. If they dry out, cracking and small tearing can happen. I've seen it in older models.....
