After my 98 vette sits in the sun all day it really never cools down until I am almost home (20 minutes), is that normal?? Also, the passenger side vents are blowing colder air than the drivers side. Both are set to 60. Thanks.

I don't think either situation is normal - but I'm no expert on the the HVAC. My '98 blows ice cubes almost immediately - and I live in a place where outside ambient temps are 110+ in the summer.
Do you know someone that has gauges and the ability to take the pressures on the HVAC. It almost sounds like you are low on refrigerant.
I just went thru this a month or so ago with my black '98 coupe, passenger side was blowing lukewarm w/driver side blowin hot air with dial set at 60 ..it was just not doin it for A/C yanno?
Had a stealership recharge it.
Now.. I have temp control set at 79, because any cooler and it is *too* cold even when it's 110+ in the shade,
and my car sits outside all day, every day
(no garage or carport, jest driveway ..
..and they built a Wal-Mart concrete-o-porium right across the street so its HOT here!)
It takes half a block to get cooled down to where the interior fan starts winding down in speed, or about 5 minutes idling in the driveway.
If I set it to 60, I cant stand to be in the car for long.. it's COLD!

I had similar symptoms on my 99. A quick trip to the shop for an A/C recharge took care of it. Also make sure the condensor is free of dirt and debris.
