Headlights would'nt pop up

Mine has done it a couple of times. As stated the headlamps turn on but the lights do not flip up. It might be becuase I had the parking lights on first. What I usually do is turn them all off for a couple of seconds and from the complete off position turn them fully on. Of course it may be a function switch problem and I just think my fix is working hahaha.

I have a simular problem. The headlamp doors do not open and the headlights do not come on when the headlight switch is turned on. All the other exterior lights come on. The only time the headlights will work is if you hold the bright light switch toward you and then it is only the bright headlamps that come on. In checking the voltage at the 5 pin connector at location c to the headlamp module behind the right headlamp door there is zero voltage and it should be 12 volts. Could it be the headlamp switch on the steering column or if it is a loose or corroded wire on the terminal C connector under the fuse box located under the hood, how can you remove the fuse box to check the C connector? It appears that the cable to the connector isn't long enough to raise the fuse box. Any help would be appreciated
