When you replace the tires, old weights should be removed EVERY time! The wheels have to be re-balanced w/ the new tire combo. The standard is add wheel weights(if needed) after the tires are mounted.

If you just want to remove the weights yourself, you can use a plastic chisel, and lightly tap the chisel at the base of the tape weights until they pop off. Then use something like goof off to remove the adhesive.

Hammer on weights are another story...if you want those off, you need to get a tool that tire shops use. Its better to just take it to a place to have them removed. Most places should do this for free because it only takes a few seconds.
