Front end height problem-Too Low

Front end height problem-Too Low
I just bought a 99', & it's 3 in. lower than my 04' in the front end, not even enough room for the air dams to be installed back on. What can I do to get it back up in height? Could the springs be sagging already!!

I don't believe that the leaf spring could be the issue. My front leaf spring was almost destroyed and my front end was only 3/4" lower than it should have been.
Try getting the car in the air and check the bolts. If the previous owner took off the air dams and it's that low, that leads me to believe that the owner lowered on purpose.
