I would think that if everyone who has had this problem, with multiple dealer "fixes" and it persists, contacted the NHTSA and filed a complaint maybe GM and the "dealers" would take a more positive attitude about getting it done right. It is a safety issue and NHTSA has mandated it be fixed, not just "try to fix". And, according to their site, it is a no charge fix. So I would include the names of the dealers who are tacking a charge on it. Go to www.NHTSA.com and there is a complaint box on the left side of the screen.
Wow I just read throught that version 'C' of the recall notice. That is a serious re-work that they want dealer service to do. Besides tearing the entire drivers side apart, removing the air bag, pulling the steering wheel and repinning one of the primary connectors for the EBC, the dealer must also have the correct J tools and follow the instructions explicitly otherwise they ruin the cam shaft.
I cannot believe Chevrolet relies upon their dealer network to do this level repair especially knowing how totally useless dealer service is in the first place.
And your right the notice explicitly says no charge to owner plus convenience transportation. The caveat is they can hold your vehicle up to 60 days before doing the rework and that according to GM and NHTSA is considered reasonable time to place the vehicle out of service. And once they have the vehicle in their possession, by law they cannot release it back to you until they feel they have solved the problem.
I had the guts removed from my column, AND bought one of the column lock bypass kits. Went to leave this morning and SERVICE COLUMN came across the display. After turning the key on and off several times, it went away. If you find a more permaneant fix, please let me know. My $45.00 "fix", didn't work.
According to what I've read in that service bulletin it would seem the CLB you installed is not necessary since GM seems to be providing a loop back for the EBC. If they removed the plate and reprogrammed the computer this shouldn't be happening.
So I'm very interested in what has gone on in your case.
I talked to the guy I bought the CLB from and he said to pull the BCM out of the car for a couple days to reset all gates in computer to make it think I installed a new BCM. I'll keep you posted.
It's hard to believe there are still cars out there without a CLB.
I think some were led to believe the dealer "fix" worked.
I guess they find out the truth down the road.
I bought my 98-coupe MN6 this year in March and the previous owner had done the GM recall in 2004. I really want to do the CLB but there are no clear, one-version, precise instructions on how to un-do the GM recall?? hence one of the people out there without a CLB. I am too scared to touch the steering column in fear of breaking something that's already working, though I know I am on borrowed time!!

Well for example with Corvettes of Houston they claim their kit comes with explicit instructions. I haven't received mine yet, should have been here though so I can't say for certain.
There is a link to the LS1 site that has pictures and steps.... I'll look for the link.
