Also I can not check the codes is this procedure correct press and hold reset button and press the fuel button 4 times I tried 100 X's and I get no read of codes nothing nada.
Press the reset button once to clear the DIC. Then press and hold the Option button while pressing the fuel button 4 times quickly. This link should help you.
What the others said will possibly clear the code and light, however, I remember someone on the forum said there was some other code for the system to report not ready till something like 50 start cycles or whatever. I simply don't remember now, but let us know if it passes or not.

When the reset button does not clear the CEL and resetting codes does not clear the CEL this is what I have done... a PCM re-learn
Insert key into ignition and turn to the "On" position but, DO NOT START THE ENGINE.
Pop open the engine fuse block box cover and remove the two 10amp fuses from position numbers 16 & 23.
Your DIC will now display "check" messages for ABS, etc...
Turn ignition to the "Off" position.
Re-insert both 10amp fuses for positions 16 & 23.
Start your engine
Allow engine coolant temperature to reach a minimum of 176 degrees F and run at this minimum temperature for at least 5 minutes.
Shut down engine
Let rest for a minimum of 30 seconds.
Restart engine - check for DIC error codes (there should be none).
Drive car for a minimum of 30 miles at varying rpm settings and speeds. PCM will now re-learn and adjust for the new air flow and air temperature at the intake.
If you clear your codes they may not pass the smog test. They will hookup a scan tool to your car.If they don't show any history codes they may ask you to come back in a week or about 300 miles.
Isn't the check engine light usually an indication of a problem with the smog equipment to begin with?
I'd be fairly surprised if you pass the test, with or without the light. But I wish you all the best, regardless.
but it also depends on the code. If it is related to smog, even if you clear it, when the inspection center scans your PCM it will show up, since you just threw a code the car will not be in "readiness" mode. I forget the exact amount of time and ignition cycles you need to get in readiness mode...but I'd be willing to bet that you will not pass emission since you just through this code.
Good luck and I hope you do pass
After clearing codes the vehicle must pass a complete drive cycle, if not when you go to take the test the with the system monitor not ready due to incomplete drive cycle they will not test it. Drive it for a couple days before going for the test.
