yep, silicone sprays are slippery, if you get it on the belt it will make it slip against the pulleys causing the chirping sound. when I detail my engine bay I spray it onto a cloth and not directly onto the engine to prevent that. when I bought my C5 the dealer had detailed the engine with silicone sprays and gotten some on the belt, it squealed for months. now it only does it when its wet, any rain or high humidity and it will start up again for a few days.

They have belt cleaner at most auto parts stores to clean the junk off the belts and you should use it to wipe the grooves of the pullies too.
Once you're done turn the ignition just a touch to bump the engine so you can get the areas of the belts and pullies that weren't exposed the first time.
