They won't rust as long as you don't use them. As soon as you use them you wear off the coating and then they rust. I know I bought some off ebay. But as soon as you step on the brakes you wear off the rust.
These are the cheapies off of eBay......I would not track or xcross these, but they have been great for me on the street. I've got about 12K on these and I think that they have held up well. The surface area does rust when you wash the car, but after you drive about a block, its all worn off.......
go check out sportbrakes.com They probably aren't the cheapest, but they are reasonably priced for a quality set of rotors. I've had mine for a year and they still look good.

Well, I've had my Baer Eradispeeds on my car for 11K miles and so far no rust. Perhaps over time the coating will wear off and the rust will start.
I know you asked for cheap...are you concerned with country of origin of the manufacturing?
I posted on another discussion recently about NAPA rotors apparently being made offshore (China). Someone else mentioned that BAER is also made offshore (China). The GM rotors (non zinc washed) that Gene from GMPARTSHOUSE is selling in the CF classifieds are apparently made in both Brazil and Canada. Even BREMBO is made offshore now.
As long as you're aware of what you're getting...

Last I checked (been awhile), Baer got their blanks from DBA in Australia. MY Eradispeeds have "DBA" (Disc Brake Australia)stamped on the rotor edge next to the thickness spec numbers. Maybe they've changed. Dunno.
Whats not made off shore? Most of the Delco parts are stamped Mexico.
I put my car in shows and I always loose point of the wheels sections of the point sheet. When I asked it is because of the rusty rotors and calipers. Which, both I am taking care of.
As long as the rotors are safe for street use and do not rust (mostly the hats) I am fine with it.

Zinc doesn't rust. The firepath will get worn away, and there is nothing you can do about that, be it plated or painted, but I think you already know that.
One really nice advantage to getting them dipped is that it gets everywhere, not just the fronts, it also gets all the vanes, etc so they'll look good far longer then you'll ever keep them.
What I did was purchase AC Delco rotors from GM PartsHouse, and I sent them out myself for plating. Granted, I had a special hook up, and it cost me nothing, but if I was just another consumer, the plating would have cost $30.
