No US License,? I would have called the Immigration office and Sheriff right there on the spot, as well as the Police. If they gave me grief I would have requested a Sargent on the scene.
I did that once years back, I watched a gal back up into my car . She said she didn't do it and flipped me off so I called the Police, the cop showed up, knew the girl and started blabbing with her and told me to go to the side and be quiet. They were laughing have a good ole time, so I called the Police station told them what was going on and asked that a Sargent come to the scene, and he did, and he was not happy.
He wrote the girl a ticket and chewed the officer out right there on the street for NOT taking control of the situation. The Sarge was really upset that the Cop had been there for like 20 minutes and still hadn't talked to me yet and I was the one that placed the call.
Of course in all fairness to the cop though, The gal was a young cute Blonde and I had Hair past my shoulders and looked like Frank Zappa !
As I just found out with my friend's accident, we called the cops here in LA and they basically blew us off. They said if the cars can drive and no one was hurt they aren't coming. Next time I'm saying I got hurt and that the other driver might be drunk. Once they get there then they can sort things out and don't leave without a police report.

I had a SUV with a trailer hitch do the same thing to me. We were stopped in a turning lane and he backed into me in to let a tractor trailor make a wide turn in front of him. I laid on the horn but he said he never saw me as he backed up. He hit my license plate and ripped that section down flat as if you were going to cut it out to put in the Haltech screen mod. Cut to the chase, we exchanged info, filed claims, I didn't get paid, tracked him down, waited outside his house in the public street, got paid!
Another time in a Toy's R US parking lot just before Christmas I got hit in the side cracking the pass side rear fender. The offending person must have been seen hitting my car because there was a note on my windshield saying they were sorry with a phone number to call........only it was a fake number.

Would the cops show up for a minor accident if told that you don't believe the other person has insurance? I guess there really is no way of knowing that till after the fact.
That sucks. I had a guy back into my other car and leave some small damage. I was walking up to the car when it happened. I called the police and the *** hat denied it to the police. No marks on his trailer hitch and the police said it was his word against mine.

I'm impressed with how well you're taking it... I had to replace the entire side of my then, less-than-2-month-old pick-up because an azzhat pulled into a parking spot and took it out along with the wheel. No note, never saw it, nothing... so it cost me the $250 deductible and I wasn't very happy about it. Of course it could have been worse... I could have seen it happen and all, then got his drivers license and ins. info and found out it was bogus!! The Mexican license would have had me on the phone pronto... The older I get the less I trust folks and the less patience I have... I give you credit!!
