I'd leave him a not at first. And then maybe contact the complex manager. When I lived in an apt building the manager said if I needed I can just call and have a car towed for parking in MY spot. If there were now other spots when you got home and that car was parked like that I'd call a tow truck right away.
Maybe write up a tow notice that says this car will be towed if it is parked like this 48 hours from this point. And put in some bogus tow company name.
