Just my two cents about my 2000 vert. I've found that the parking brake holds OK, but sometimes when you pull it on, the ratchet slips and lets go. On one occasion the parking brake let go while it was parked in front of my house and rolled across the street. Now in addition to the hand brake, I always leave the car in reverse when I park it.
I have a doc which covers how to adjust the E Brake. Not sure who posted it and I don't have a link unfortunately. PM me with your e mail and I can sen a copy if you want it.
My 98 didnt work worth a crap back when it was new. I adjusted the shoes but still nothing. Then I pulled the passenger seat and the brake handle off the tunnel. GM uses grease thats so thick it cant self adjust. Use some brake cleaner to get that stuff off. good luck
