those are painted...unless they are zinc coated i would suggest painting them...VHT makes a nice paint for rotors (what i used)
i thought about black but with the wheels i have comming i just wanted the rotors to be an afterthought in the background so i went with "silver" I love how it came out it looks sooo much better then the rust that was on there.

Black would be best IMHO, but have you thought about chrome? I have seen chrome covers in several vendor catalogs

black is more visiable than silver IMO silver is the basic color of the rest of the brake disk and matches with the wheels.
IMO match the rotor hat to your wheels so it just looks like the wheel hub.

I had zinc dipped one 2 years on my 98 and they looked great and didn't rust, I've had them 6 months on my 04.
