Yes, it's legal. At least in Missouri it is, as I ran a set for about four years. You can always check with your state highway patrol and they will tell you.

It should be legal in all states as long as you have Red brake lights. When you do the install, don't forget to cut the wire under the dash so they work properly.

As you can see from the pic, amber turn signals and red brake lights working independently. The light units are GM produced parts and are DoT approved and E marked so legal both sides of the Pond.
If you look at most imports in the US they have amber turn signals.
