What a joke, so they just plug it in to check for service engine light. I asked them if I installed a cam and did some work to it would it still pass emission test. The guy said as long as it doesnt throw a code. I guess this really isnt an "emission" test huh?

Not true here-the IM monitors have to pass too, not just the MIL lamp. That's why just reseting the Check Engine before the test will guarantee a FAILURE.

you must be one of the last cities in Ohio to still have E-Craap.
Before we got it shut-down in practically the whole of Ohio; they had switched to a OBD test only... and stopped using the rollers.
The first thing their ODB test unit did is pull the checksum and compare it to a list of valid ones. This tells whether the cars original PCM programing has been altered or not. Then once that checks ok; it goes on to pull any codes. This is all automatically done.
The druggies working at the E-Check facility haven't a clue as to what's actually being tested, all they know is whether the car passed or failed.
If I remember correctly; a simple dyno tune won't change the checksum. All a "simple" dyno tune does is change the WOT fuel tables which are not a part of the emissions system checksum.
but deleting O2's or anything to do with emissions can change it; thus causing you to fail the very first thing checked during the OBDII plug-in.

They plug my car in and it passed easily. I haven't had cats or O2s on it for 3 years now. Not only that, it also smelled like fuel and has that big cam idle along with a nice blower whine. Still passed the OBDII test though. Just find a tuner that knows what they're doing I guess.

I'm cat-less also, and no O2 sensors in the rear - just simulators.
I was kind of nervous about the smell too, as a cat-less car does have a "heavy" fuel smell.
My Speed shop did not put the cats in when I got the long tubes installed so it was not by choice, I would have put them in, if they had asked. I just assumed they would have put them on.

Yes, this is true in Illinois for cars 96 and newer (OBDII).
...so what's the complaint?
If I ever have to go through emissions again, that would be faster than waiting in line for an hour. And I'd much rather have them plug into the port than have one of mutt emissions station employees do a simulated test drive on rollers at a specific speed, plus check the gas cap, plus check the undercarriage with a mirror, plus check under the hood...quit complaining.
