what do they use a whistle and flashlight to get you to pull over

The ones I've seen have a solid red light and a small siren wired in. It would still be pretty easy to "not see them". Either way, can't outrun a Motorola.
Usually the bike patrols are used in heavy pedestrian areas/very slow surface street traffic areas.
I got nabbed by one at nite, the wife told me the guy on the bike said to pull over and I said "As if..." "I dont know if he is a cop or not" (had never seen one before in town!), well he just radio'ed ahead and got a cruiser to pull me over...he came hauling *** and outta breathe to tell me I had a headlight out on my Avalanche. They did run my plates and License, but I got off with a fix it chit.
I wasn't really pulled over, more like hollered over by a bicycle cop. I was in my DD and it was also for expired registration. That was years ago and my engine builder still gives me hell about it for pulling over and making his engine look bad. So nope, you're not the only lucky one!
I supervised our bike patrol for several years. The great thing about being on a bike is that no one expects it. You can ride up on stuff (even in uniform) and for some reason people don't pay attention. Unfortunately, the same holds true for many motorists. I can't begin to tell you how many close calls our officers had because driver's didn't see them.
