If you remove (or modify the existing) locking plate you do not have to remove the pin. It requires you to remove the steering wheel. You need a special wheel puller. If you try to do this, disconnect your battery and wait 30 minutes for air bag to deactivate.
Modifying the existing locking plate has been done by at least one owner, it involves cutting the locking plate.
Any instructions on performing the 3rd recall yourself? Removing the plate and locking pin?
That would be the step I would take if I installed a CLB and the steering wheel still locked......GMs recall on automatic transmission equipped cars will disable the column lock.....However, their recall for 6 speed cars STILL allows the steering wheel to lock as a condition of anti-theft.....Afterall, on a 6 speed car if your steering wheel doesnt lock what's to keep a theif from putting the car in neutral and dragging it off??.....I know, you should ALWAYS lock your car when youre not with it...but some folks still dont do it.....Besides, if someone wants your car bad enough they'll get it....Whether they have to break a window, flatbed it, or stick a gun in your face.......The thing is, the chance of a column lock up if MUCH greater than the chance of your car getting stolen..JMO

my CLB should be in Friday. Im going to give this a shot.
Thinking about getting the skip-shift 1-4 relay that stops this too. Be back if I have any questions on the CLB install.
You can give me a call if you get stumped or have any questions.....719-269-7998...The only tricky part is pulling the lower panel...some screws are hidden...you sure dont want to break anything!!!..Make sure you have a set of torx bits or drivers....

Question is..
2000 mn6. The previous owner had the dealer do the recall. After sitting for the winter in storage. I'm getting the "service column lock" message on the DIC. That's it, nothing about pulling the key etc..
Can this one be solved by just pulling the fuse and waiting? Question #2 would be, should I order a CLB kit and install it, even though the recall has been done?
