I live in a gated golf community and we pay local police over to come into the community to police speeders (25 max) and stop sign runners. It's not unusual to see soccer moms talking on the phone and doing 40 and running stop signs and self important idiots of both sexes doing the same.
I certainly will do some "spirited" driving outside the community but even dogs don't crap where they eat.
Someone correct me if I am wrong, even real police cannot give a moving violation on private property..which this is. I stopped because it was dark, sirens, lights..wasn't sure at the time who it was pulling me over..no sense making a bad situation worse. Still, thoughts of insurance rates ran through my head...Scary
Last time I checked, you were right. LEO's can't issue citations on private property. Go to the mall and light em up, nothing they can do about it, except give you a hard time.

WI officers can enforce OWI and Reckless Driving on private property.

That would probably be considered reckless driving or disorderly conduct especiallly in a parking lot that is open to the public.
traffic violations do have to occur where LEO's have jurisdiction. In Florida, DUI is another story because all you have to be is in "actual physical control" of a vehicle while under the influence, no matter where you are. It is very common for gated communities and golf course communities (like mine) to hire local police to patrol the community. A "general" rule of thumb is who takes care of the roads? If the county paves the roads, they are public roads, if they are "taken care of" by a private company, then you are usually on private property, BUT, a lot of these situations also involve a contract with local law enforcement to police the areas. Impossible to know, but really, is it worth the hassle? Now, the security guards on the other hand CANNOT detain you, and I have seen some weird stuff in my community, to the point of the "community patrol" blocking vehicles in a driveway while they call the cops.
