As long as the 2000 fob still has the passive switch, it will work... 00 is when they switched them to non-passive but some early ones still had it (I think?) Otherwise, there's usually several for sale and Gene Culleys got 'em for a good price...

Yes, the 2000 fob will program and work fine on the 98-99. It WON'T have the passive switch, 2000's did not, but it will work except for that feature. 2001 and up will NOT work on the earlier models.
