Low mileage cars are going to be higher priced so is a vert and if it's a 6-speed that will add to the asking price, then add to the fact it's at a dealership that = $27,000. If low mileage is important to you expect to pay more. It is also Corvette season so prices are a bit higher now. You won't find a 98 vert with 9K miles for under$20,000 IMHO. There are lots of 30K/50K mile cars out there alot less expensive. Take your time and look at as many as you can find
I think its a little high. I recently paid 20k fo a 98 coupe with 16k miles and I feel Lucky. So you have less miles AND its a vert, ......go figure . You get what you pay for. Good Luck.
May be a little overpriced but there is no way that you are going to find a fully optioned mint C5 Vert with only 9K miles for under $20K, especially in the Spring and early Summer. I would say $25K is what that car will sell for. Very low mileage cars always command a premium. Offer low $20K's and start from there.
Most C5's in the teens have 50K+ miles on them and probably need tires, brakes, clutch, all new fluids, maybe a new soft top, seats recovered etc. Add the price of all of those repairs to $17K-$18K and you will be near the mid $20K's with many more miles and many paint chips. That car is basically a new C5. You get what you pay for.

As much as I hate to admit it, my '98 has about 44K miles on it, convertible, 6-speed, all options, always garaged, blah blah...but I don't think I'd get $27K for it...even with the few mods.
If you really want it, get it! But really $27k for a '98.....? For that kind of money you should be able to get a nice '03. No matter what you get you are going to pour money into it anyway; may as well put your money into a better car.
I bought my '98 in late '06 for $16.5k with 76k miles on the clock. It was a great running car, but $6k in upgrades and mods and I still have a '98 that is worth, what? $15k.....
