Default Code P1154

Just got this code a little while ago. The car was running fine, no problems. I looked up the code and all that it says is H02S transition time ratio. WTH does that mean. I cleared the code, started the engine and it didn't return....so far. Appreciate any and all help. Thanks.

Put it on the laptop tonight and found that one of the rear O2 sensors is locked on 92.2 and not flucuating as the other 3 sensors are. This might be the problem.
