Previous owner put on new tires and the pressures are no longer displayed. Keep getting the "check tire sensors" on display. Dealer is quoting me $76.00 to reprogram. Says it takes an hour. Does this sound about right?

It shouldn't take more than 15 minutes. Look it up in the archives and find yourself a magnet. The procedure is done through the DIC similar to the fob retraining.

Take the old used speaker, Hammered on the back to get the Magnet out.
Use that magnet to reprogram tire sensor.

I have to change my right side front and rear wheels. I was going to take the two tires off and take them and the new wheels to a shop I use and have them change out the wheels. After I get this done and put my tires/wheels back on the car................will my sensors have to be reprogrammed?

No but make sure they put the tires on the correct side(tires rotate in one direction) and the wheels go back on the corner they came off.
Okay, I did the procedure today. Got the beep at all 4 wheels and still no pressures showing. I did it again, got all 4 beeps. Still no pressures on the console. Does this indicate that the senders may not have been re-installed? Batteries dead? It has the Schraeder valve stems.

What does the display say for tire pressures? Is it XXX or just blank? Did you drive the car after you programmed them? There is a centrifugal switch in each sensor that requires wheel rotation to activate(min 20 mph). If you go for a drive and they don't start reading , then I would repost this in Tech, as there are some sharp guys over there that don't venture into C5 Gen much.

If you have a decent magnet, you can program all your sensors in about 5 minutes. It is very easy and no need to have a dealer charge you an hour's labor to do it.
You might want to fill out your member profile so we know what year car you drive. If it is a 97 to 2000 year model, your sensor batteries may have died from old age. If the sensors don't read after a short drive, drop me an email about putting in new batteries.
