I'd just like to add that you did the right thing passing up the car, especially considering the four owners and the burn mark in the interior. Personally, I prefer to sell my cars myself so I can actually get what they are worth, but when it comes to buying a used car I prefer to buy from a large new car dealership. They know what the car is actually worth and need to sell it, so they will be much more reasonable on the price and if anything goes wrong, they'll be much more likely to help fix the car than a private owner who probably doesn't have the resources to help you even if they wanted to...
Still, don't be surprised if the guy calls you in a few weeks asking if you still want the car. If he does, tell him you're not going a penny over $17,500...
