Next time they jam out, try hitting the hazzards with the control stalk still up or down, if the indicators on both sides flash the bulbs are fine but it will definitely (90% sure) be the multi-function (control stalk) switch.
Unfortunately this is a common C5 problemand well documented. There are possibilitiies. The hazard warning switch is a multi function switch and many of the turn signal functions route through there. As themonk says, the other likely candidate is the multi function switch on the stalk.
If its bulbs you'll have rapid flashing on the instrument cluster. As its intermittent I think you can discount that.
You need to track down which switch is playing up. When the problem reoccurs try recycling the hazard switch quite firmly a good few times and see if the signals come back. If they do you have your problem. If not, try the same with the stalk switch.
Once you've deided which is at fault there are DIY fixes here on the Forum to change them. A few members have used electronics cleaner squirted into the switch itself to clean up the contacts. At best this will be temporary.

If you want to try squirting electronic contact cleaner into the switch as a temporary fix, use WD-40 instead. Contact cleaners are great, but have no lubricant. This may increase contact wear. WD-40 acts as a solvent to clean and then lubricate the contacts. It has been used for years to clean potentiometers (volume controls) and switches in audio and other electronic equipment and will not attract dust or dirt in sealed components (like the Vette's switches).
