It's possible but looks normal to me... GM does not tint coat silver or pewter prior to paint. The bumper by nature are black and all that is done before paint is adhesion promotion.
The body panels are primed with gives the color a different shade.
In my opinion they look factory... signs to look for are tape lines and over spray.

I wouldn't let that stop you from buying the car. It doesn't mean that the car was hit or anything like that. Some of us that drive these cars get the bumper cover painted every few years to do away with the stone nicks etc that DO happen to these cars if you drive them. Also the bumpers are made of elastomeric (flexible) material and not the same as the body panels, and the oxidation rate can be different as can the application of repaints. If the rest of the car impresses you and the price is right, buy it!! You'll be glad you did.
I'm not sure but when I toured the factory I seem to remember them saying the front and rear fascias are shipped already painted from the manufacturer. That is why colors like the gold were dropped as they couldn't get consistent paint for the different areas to match!!

Itzza427's on target here... When I toured the BG plant in 2001, it was mentioned that the paint formulation was different for the bumper covers.
You will notice on many GM cars (and other manufacturers' vehicles) that the poly-e panels seem to "darken" as the vehicles age (or are the other panels fading?)... anyway, the color shift between panels could be OEM and not the result of a re-paint.
the angles make the color look different, the rear facia from the side has a slight cup shape to it and the front is rounded vs the straight panels on the sides.
Have you actually asked the owner if the bumpers were repainted?
I too always tend to look at things with a suspicious eye, but usually if you get the owner to give you a detailed response, there answer leads you in the right direction even if there lying to you.

Yup, this car has no accident/bodywork history that anybody knows of. I think like everyone else here has said, its normal ... I can't wait to see this car in person.
It is probably a GM feature. My Millenium Yellow has the same issue and I was also afraid it had been repainted until I saw my buddies 2005 yellow brand new with the same problem. The paint mix is different for the flexible parts than it is for the hard parts.
