Well when I tell them to put it back together I'am going to see if they can not because it would be unsafe to drive. You try doing things by the rules and then they wack you with the ruler.
I don't think that will happen. Matter of fact it is so stated in the NTSB Recall notice. If you take it to them and they have it disassembled to apply the recommended fix (regardless of whether it works or not afterwards), by law they must retain the vehicle until they complete the repair under law. All because it is a safety related issue.
You'll need to apply the by-pass after they complete C of the recall and return it to you.
Sorry to learn about your situation...but there is a bright side to this...to all who read this thread and think you are "good to go" because you have had "ANY OR ALL" of the GM Recalls done...you are living on borrowed time until you take off all of GM's recall crap and get a Column Lock Bypass. The sooner the better....
As of Feb. 29, 2008 GM (in a letter that was supposely sent out to ALL C5 owners off record) disavowed any past, present or future responsibility relating to steering column lock issues. Recalls on this issue are no longer applicable.
Don't bother going to a dealer or try calling the area/district/plant reps. You will get diddley squat! Been there, done that. "A few (as in a handful) have been "lucky" and the dealer has honored the "recall" as a good faith gesture. The majority of C5 owners have not been as lucky. (I'm still waiting for someone to initiate a "class action" suit.
Phoned the Chevy dealer first thing this morning. Told him to put her back together, and I'll be there after work to pick her up. I had to pay for the overnight shipping and labor, $73.00 and $55.00 tow. Now she will set until the CBL install
Did you ascertain exactly what they did if anything?
Did they get to the point of re-programming the ECM?
Did they previously do parts A and B of the recall?
As asked before, have you seen the recall notice?
It's important because a copy can be provided which is quite detailed to
tell you what is going on, what each phase of the recall consist of, the
exact procedures the dealer is instructed to do (similar to FSM)
for each phase. This way you can ascertain what has been done, and
then look at the recall notice and know what exactly was done. This
gives you the information so as how to address the bypass module
installation if any issues occur during the process.
I've had my 00 about 6 months. checked the VIN thru the local dealer for recalls, and the recall on this had been done. Should I still install the bypass. I talked to a guy 2 weeks ago with a '99 that had locked up after the recall had been fixed (2 lockup & 2 tows)

ECL (electronic column lock) uses a signal from the ECM to power an actuator that exposes a pin that is captured by the lock plate in the steering column.
The recall affects the following no exceptions:
all 1997-2004 6-speed vehicles and all 1997-2000 Automatic's. If you have an 2001-2004 automatic you got lucky, as GM stopped installing the lock plate.

If all three procedures had been done, it cannot "lock up" but it can and has been reported to throw the DIC message and cause fuel shutoff. The last (Procedure 3) procedure of the recall is done after they did the first procedure which is replace the harness, second procedure if it occurs again is to reprogram the ECM adding fuel cut off, if it happens again then they change the harness, remove the steering column replace the lock plate with a plate that is missing the holes for the pin, then re-pin to wires to the ECM connector.
The difference the by-pass module does is you must have the steering unlocked and while the key is in the On position with the pins retracted you disconnect the wire harness permanently removing power from the actuator. No power no pin movement. Then at the open connection you plug in the by pass module. Then remove a fuse at the fuse box for a minute and replace. From this point on, the ECM gets a signal from the by-pass module which tells it everything is working fine. No power to the pin no lock.
The dealer in Texas wooho said he did the recall , when my dealer look at it he said the parts are org., so the dealer in Texas was paid for it but did not do it! Heather the GM rep (my dealer told here it had not been done) said that does not matter the have recalls closed so good bye!
