If there is no interest in going with HID bulbs in stock housings, then the HIR (Toshiba) is by far the best bet. I was sorely dissapointed with the Silverstars or for that matter any other bulb. Went with HID bulbs and am truly amazed how great they are with absolutely no interferrence from oncoming traffic (after some adjustment). As earlier poster indicated, it IS like night and day the difference with HID's.

There are zillions of opinions on the HID bulbs in stock housings. Your choice...

OHM's law doesn't lie.....however, you are only talking wire size as it pertains to amperage. Another factor to consider is the INSULATION rating of the wire, which is rated for both voltage and for temperature. So while you are correct that the increase in aperage may not burn up the wire itself, the insulation on that wire might not be able to handle the increase in temperature from the hotter bulb. The insulation breaks down(melts) and then you have a short or ground in your harness. My Dad's C5 has went through 2 fog light harnesses for this very reason after upping the wattage on his fogs....just some food for thought.

OK, I think I'm sold on the HIRs, but is there really much advantage to modifying the high-beam bulbs to fit in the low-beam sockets? Seems that they'll be brighter, but if you adjust them down enough to keep from blinding oncoming drivers (a good idea, I'd say), then is that extra brightness worth the trouble? The answer will be obvous to those of you who know, but I'm just trying to learn.

I just finished installing the 9012 HIR2 low beam bulbs. I do see a difference in the lighting. I have seen tests which say 30% more light with the same power. I have a set in my 02 Z06 and 02 Camaro SS. I did not want to swap out the high beams as almost all of my driving is with the low beams. Also at $24 each I did not see the need. You will have to modify the bulb before it will fit you headlight. http://store.candlepower.com/9012.html and what the modification looks like. http://shnu.us/HIR%20Trimming%20Stock.htm I did have to remove the headlights to install them because in addition to the modification the bulb would not fit into the C5 headlight. The diameter of the bulb base where the O ring sits was too big and I had to sand it by hand before it fit inside the Headlight housing. I don't know if it was the bulbs or the headlights The HIR2 bulb fit without any problems in the 02 Camaro headlight.
