nope, no reason at all. in 2k they got new wheels, and also around 2002 they found a little more horse/torque. like 5/10 I think. I also think that was due to an intake swap to the ls2 intake sometime around there. But, I have a mid-mileage 99, and Love it. I say go for it.
I have a 99, nooooo problems with it . The 2000 up have nicer wheels but you can always oic up a new set and replace those wagon wheels that come on the 99.
I have been looking to buy A C5 . Is there A reason not to go with a low milage 99 ? I have 87 C4 that is really clean that I have had for 17 years.
I think one of the main reason i went with the 2002 its eaiser to get a loan on, and a 99 is already a 9yr old car and way harder to get a loan on. If you arnt needing a loan for the full amout go with the 99 and mod it. If you can afford the 2002 i would go with that just to have a "newer" vette. Either way you will love your C5 and post pics when you get it.
I have a 99 and I have had no issues with it. 2001+ had a little more hp and some more torque, (LS6 intake, slightly different cam etc). If you are going to mod it, a 99 would be perfect. If you want to stay stock, I'd probably try for a newer one.
Regardless of year, get one with a HUD and sport seats
