I get around 18-19 mpg with my 99 6spd with exclusively city driving, I'm also pretty easy on it around town.

I think the DIC on my 2000 6speed says 20.3 right now which is about a three week average of around town and my 25 mile round trip cruise to school 4 days a week.

My commute is exculsively city, averaging less than 30 MPH with a lot of hills. I get 17.5 is I'm being playful over a tank, and 19.5 (on the DIC) if I really try. Depending on how much you mess around and how much you're idling I'd say you're ok.

I get between 19 to 21 in town but we do have a good loop system in OKC so I do spend a lot of time on Interstate type highways.

I owned a 98 A4 and got about 17mpg around town. It had very low miles and good plugs so yes, I'd say yours is in the normal range.

Same, I'm getting around 16 in the city... I didn't buy the car for gas mileage anyway. I just love driving it everyday.

I believe in the Beer Fairy
with a '97 6 spd I average about 30hwy and it's dropped as low as 19city with heavy traffic.

It all depends on your right foot. I get 20mpg in the city - with a 3.90 rear diff. Spirited driving takes me down to 16-18 max.

It sounds like your car is fine. I get around 18 mpg in city traffic by the DIC. The DIC estimate is usually high by about 1 or 2 mpg, so 16-17 mpg sounds about right.
Of course, it all depends on how heavy the traffic is and how many lights I catch. Last time I checked there were 22 or 23 lights in the 13 mile stretch between my house and work. That's a lot of stopping.
I have a 2000 A4 with 3.15:1 gears.
