They have been integrated inside the rear lights, so they're practically invisible when not in use.
Excuse me but you're wrong. The C6 on your picture is moddified... Fog lights have been suppressed.
The strictly stock Euro C6 tail lights are like on the following picture
The 2 inner lights are only fog lights
The 2 outer lights are for parking and stop light. The amber part is for turn signal of course

Ok, so there may be additional turn signals on the two inner lenses, but they work just the way you said they do. Besides, I've seen several C6s with the same setup as on the C6 in my pic, especially here where I live. It either has to be a very popular mod or then the regulations vary between countries..
Have you thought about trying to intergrate them in to the halo lights you have by using the led's in the middle?
The problem is the tinting will take away at least half of the output. I've upgraded the inside LEDs of the halos to 5-chip 40k MCD LEDs (9 times more powerful than the ones that normally come with the Halos)
An Aluminum angle mount just above the license plate. I've actually decided not to do the ones in the vents. In heavy rain, that area's virtually invisible.

Having blackouts....even with custom LED strips, I want to make sure my car is visible even under the most extreme circumstances. The objective (like most of my lighting) is to make the foglights invisible until energized.

You might be surprised. They work pretty well even though they sit down in the spray zone.
I love the halo's its just a shame I could not have them in the UK as I need amber turn signals on them.
I would go with the fog lights in the vents I think you will be surprised how well they will work, there is a guy in the UK who put his fog lights on his C6 in with his reversing lights and they work fine.
