The A/C WILL NOT operate at an OAT of about 35* F.

The dim lights in the climate control panel is a common problem. If you do a search there are ways to fix it, if you can use a screwdriver and a soldering gun.

Good luck

Hopefully this will anwser your question.
From the owner manual
The air conditioning does not operate at temperatures below approximately 35F to 40F (2C to 4C). The light on the A/C button will flash if pressed when air conditioning is not available.
