More than likely, it's 3M Tape.
It's gonna be easiest to remove it if the area is warm.
Use some fishing line, and slide it between the spoiler and bumper to break the seal.
Remove the spoiler and you can use some "Goo-Be-Gone" or other adhesive remover that's safe for plastic, to remove the tape from the bumper and spoiler.
Use an adhesive promoter on both areas where the tape will make contact.
Apply 3M, automotive, 1" tape (avail. at most auto-supply place).
If you can get someone else to help you, have them "hover" the spoiler while you line it up.
Place it on the bumper and press down firmly on spoiler.
I used a towel to rub the length of the spoiler and make sure all the taped areas were making contact.
That's about it.

Only thing I would be concerned about is, if it's starting to lift, moisture/dirt can get under it. If you end up taking a drive, I wouldn't want it flying off. Just a thought.
