Good guess. I get cards from them and other after market warranty companies usually for cars I do not own any longer. Once I called for a quote....price was outrageous and the guy got indignant when I told him so....took the wind out of his high pressure pitch.

I called them back once. I told them the year of my car, but wouldn't give them the VIN number. Told them they should be able to give me a quote without knowing my VIN number. Went around and around and I finally hung up.
I'll bet if you did buy an extended warranty, you would never collect from them!!
Many state MVD/DMV sell registration information to companies (if there's no law that prevents it).
The companies use the information to sell automobile insurance or as suggested, extended warranties.
We probably get at least one notice a month from a particular online company that our extended warranty is about to expire and to contact them immediately. All of ours are current GMPP. But, some notices may just be generic and never contain the VIN or vehicle information.
