My 98 C5 seems to have it's own personality.
I have the lock unlock passive mode turned off.
With the keys hanging in the house if one walks anywhere near the car it beeps and locks the doors. Once locked when walking near the car....key fob in the house...it will beep and re lock the doors.

Could be the fob is not working rightl. If you have a second fob, try seeing if that one does the same thing. Just be sure the first fob is a long distance from the car so it won't interfere with the test.
whenever I open my FOB, after putting it back together I have to cycle the passive switch a few times to get it working properly again - if you have opened it to change the battery or any other reason, try sliding the switch off then on again a time or two and see if it behaves better then...

I had to do the same thing with mine, after changing the battery.
I've heard of cell phones doing this as well. Had one on my 95 Vette and the phone would set it off when I was around the car. Keep mine on my 98 turned off and have not had any trouble with it. Did have it go off a few times but found out I kept the keys to close to the car when I hung them up in the house. Moved the keys to a different location in the house farther away from the garage and no more ghosts setting if off.
