First DJmotorsports is a good vendor and I am sure they will work with you to fix the issue. There have been a lot of recent posts concerning the headlights not going down after a HIDS install but I haven't seen anything about not going up or down. Silly question, but have you checked the fuses? If not then I suspect its an issue with the ballast or how you may have wired them. Forum Members RadioFlyer, TSAR or JW Motoring are great resources to get help. Good luck

did you get the resistor? The HID's don't properly trigger the relay to raise and lower the headlights. You have to put an inline cheapo light ($3 from walmart) in there or buy the resistor adapter... or so I've heard.

If that is not it, then I agree with the obvious of checking the fuses.

I've got my lights in the kitchen right now. Not sure if I will have time to install tonight or not.

You also need to change the headlight fuse from 10A to 20A. I would check that before you take it apart.

If the lights do not turn on at all (Did you do fogs or lows or both?) then you have a problem other than adding a resistor.

The resistor cures the headlight closing problem.

You need to probably change the polarity of the 12v plug, ie get a paperclip and release the female connectors and swap them. I know I had to do this with the JW kit, which was instructed in the sheet that came with his kit.

Another way to by-pass the resistor problem (until you get the added wiring harness) is to turn on the high beam and while it is on, you should be able to raise or lower the headlights. Well worth the resistor wiring harness to avoid this pita steps.
